The Jordan-EU Investment Conference, scheduled for November 19, aims to advance economic relations and forge deeper partnerships between Jordan and the European Union. This significant event is a key component of the full strategic partnership launched early last year between the two entities, showing a mutual commitment to strengthening bilateral ties. Jordan and Amman Chambers of Commerce Chairman, Senator Khalil Al-Haj Tawfiq, described the conference as a "key milestone" for these overarching objectives. Senator Al-Haj Tawfiq articulated the conference's ambitious goals, stating, "The conference should mark the start of a sustainable economic path through identifying the opportunities and projects to be presented, connecting European investors with Jordanian companies, following up on business meetings, and establishing a mechanism to track the outcomes achieved." This forward-looking approach emphasizes not just the immediate outcomes of the event, but also the long-term establishment of strong economic collaboration.

Strategic Partnership Framework

The foundation for this enhanced cooperation was formally laid in Brussels. His Majesty King Abdullah II and European Commission President Ursula von der Leyen attended the signing of a full strategic partnership agreement between Jordan and the European Union in Brussels in late January 2025. This landmark agreement formalized a strong framework for enhanced cooperation across a multitude of sectors, paving the way for deeper engagement. To support the ambitious objectives outlined in this strategic partnership, the European Union subsequently announced a substantial financial and investment aid package. This package totals an impressive €3 billion, specifically designated for the 2025–2027 period. The aid is strategically aimed at bolstering Jordan's economy and facilitating further collaborative initiatives under the broad strategic framework. This significant funding is intended to support the implementation of various programs and projects stemming directly from the bilateral agreement, ensuring tangible progress and mutual benefit.

Export Growth and Trade Dynamics

Recent trade data notes the burgeoning economic relationship between Jordan and the European Union. Jordanian exports to European Union countries experienced a substantial increase, rising from JD179 million in 2021 to JD624 million last year, according to detailed data compiled by the Chamber of Commerce. This remarkable growth represents a significant 248.4 percent increase in Jordanian exports to the EU over the specified two-year period. The surge emphatically notes a significant and rapid expansion in Jordan's trade outward to the European bloc, indicating growing competitiveness and market access for Jordanian products.

Concurrently, imports from EU countries into Jordan also saw an increase during the same timeframe, albeit at a more moderate pace. Imports rose from JD2.718 billion in 2021 to JD3.163 billion last year. This steady rise indicates a continued and healthy flow of goods and services from the European Union into the Jordanian market, reflecting ongoing demand and trade relations. The growth rate for these imports from the EU stood at 16.4 percent over the two-year period, demonstrating consistent commercial activity. These figures collectively reflect evolving trade dynamics between Jordan and the European Union, with Jordanian exports growing at a considerably faster rate than its imports from the EU. The data points to a strengthening trade relationship that is becoming increasingly balanced, particularly in Jordan's export capacity and its ability to penetrate European markets.

Conference Objectives and Outlook

The positive trend in trade has continued into the most recent reporting period. Jordanian exports to European Union countries recorded a 39.3 percent increase in the most recent annual comparison, rising from JD448 million to JD624 million. This sustained performance indicates continued strong growth in Jordan's export performance towards the EU bloc. Concurrently, imports from EU countries into Jordan also saw an increase, growing by 10.6 percent from JD2.861 billion to JD3.163 billion during the same period, maintaining the overall upward trajectory of bilateral trade.

The upcoming conference is meticulously designed to highlight promising investment opportunities within Jordan, presenting a compelling case for European capital. It will also actively explore potential avenues for partnership and cooperation across several key and strategic sectors. These critical sectors include renewable energy, clean technologies, the digital economy, traditional industry, logistics, and infrastructure development. The discussions are specifically structured to connect European investors with Jordanian enterprises and projects, fostering mutual economic benefits and facilitating concrete investment deals. This proactive engagement aims to translate the strategic partnership into tangible economic growth and development for both sides.
