Jordan Positions Green Energy as Gateway for European Investment

Jordan is preparing to offer investment opportunities valued at nearly $15 billion during the upcoming Jordanian-European Investment Conference. Officials intend to present these projects as a primary gateway for European capital to enter the kingdom. The event aims to strengthen financial ties between local entities and international partners. Organizers have scheduled the conference to take place at the Dead Sea, where government representatives will detail the specific sectors open for foreign participation. This initiative represents a significant effort to attract European investors to large-scale industrial and green energy developments across the nation.

Strategic Energy Sector Roadmap

The Cabinet approved an updated energy sector strategy for 2026–2030 during a session held in May. This roadmap outlines the regulatory and operational framework for energy projects intended to attract international capital to the kingdom. Government planners designed the policy to align national infrastructure goals with the requirements of potential European partners. By formalizing these guidelines, officials aim to provide a clear path for foreign companies to participate in the development of the energy sector over the next four years. The strategy establishes the conditions for private sector engagement in large-scale power initiatives across Jordan.

Hydrogen Export Growth Targets

Jordan targets the commencement of hydrogen exports by 2030, with volume projections reaching 500,000 tons by 2035. The Ministry of Environment is currently updating the second phase of national green growth plans, which encompass the energy, transport, agriculture, water, tourism, and waste sectors. This green growth initiative receives support from the European Union Delegation to Jordan and serves as a continuation of the 2021–2026 National Green Growth Action Plans. Stakeholders will convene for the Jordanian-European Investment Conference at the Dead Sea on 19 November to discuss these developments.

Mohammad Al-Samadi, CEO of Business Development at Al-Emlaq Industrial Group, stated: "Green energy represents one of the most significant opportunities available to Jordan to attract new European investment, amid Europe’s accelerating shift toward clean energy, emissions reduction and diversification of energy sources and supply chains."

Reflecting on the impact of these energy transitions for local manufacturing, Dr. Fadi Al-Atrash, Director General and Board Member of Amman Pharmaceutical Industries Company, noted: "Green energy represents one of the most important opportunities available to Jordan to attract new European investment, particularly as investors increasingly focus on sustainability and reducing their carbon footprint alongside production costs."

Industry leaders also point to the integration of existing fuel sources with modern mitigation strategies to improve investment viability. Ghassan Naql, Chairman of Naql Group and Chairman of the Board of Fine Hygienic Holding Group, remarked: "Technological advances have made it possible to use natural gas to generate energy for industrial purposes, while technologies can also be deployed to reduce emissions, further strengthening Jordan’s prospects for attracting European investment in the energy sector."
